...HEAVY RAINFALL THIS WEEK WILL LEAD TO AN INCREASED THREAT OF
LANDSLIDES IN WESTERN WASHINGTON...

Rainfall of up to 8 inches over the past several days has increased
antecedent soil moisture to high levels across western Washington.
Heavy rainfall of 1 to 5 inches across the lowlands and 4 to 10
inches over the Olympics and Cascades is expected through late
Wednesday. Wet and unsettled conditions are also favored to continue
through the rest of the week. This amount of rain will put extra
pressure on soil instability, leading to an increased threat of
landslides and debris flows, especially from recent burned areas.

A mudslide has already been reported along I-90 Monday evening near
North Bend, causing closures. More landslides are possible.

Areas most susceptible to landslides debris flows under these
conditions are steep coastal bluffs, other steep hillsides or
road cuts, and recent burned areas. A diminishing threat of
landslides and debris flows will continue for several days after
the rain ends.

* WHERE...Chehalis River at Centralia.

* WHEN...From late tonight to tomorrow evening.

* IMPACTS...At 168.5 feet, the Chehalis River in Lewis County will
  cause shallow flooding of farm lands and some roads. Roads include
  Airport Rd, Florida Ave in Chehalis and Military Rd in Centralia.
  This stage corresponds roughly to a Phase 1 flood in the Lewis
  County flood warning system.

* ADDITIONAL DETAILS...
  - At 4:00 PM PST Tuesday the stage was 167.2 feet.
  - Flood stage is 168.5 feet.
  - Forecast...The river is expected to rise above flood stage
    late tonight to a crest of 168.6 feet late tomorrow morning.
    It will then fall below flood stage late tomorrow morning.

* WHAT...Major flooding is forecast.

* WHERE...Nisqually River near National.

* WHEN...Until late Friday morning.

* IMPACTS...At 15,000.0 cfs, the Nisqually River will cause major
  flooding along the upper reaches of the river from Mt Rainier
  National Park downstream to Alder Lake. Deep and swift flood
  waters will inundate roads...pasture lands...and farms. The river
  will likely overtop some levees.   Flooding will occur all along
  the river including headwaters...tributaries...and other streams
  within and near the Nisqually River Basin.

* ADDITIONAL DETAILS...
  - At 2:00 PM PST Tuesday the flow was 4,900.0 cfs.
  - Flood flow is 8,000.0 cfs.
  - Forecast...The river is expected to rise above flood stage
    late this evening to a crest of 16,912.5 cfs tomorrow
    afternoon. It will then fall below flood stage early Friday
    morning.
  - Flood History...This crest compares to a previous crest of
    16,500.0 cfs on 11/29/1995.

* WHAT...Moderate flooding is occurring and moderate flooding is
  forecast.

* WHERE...Newaukum River near Chehalis.

* WHEN...Until late Friday morning.

* IMPACTS...At 204.5 feet, deep and hazardous flood waters will
  inundate many roads and residential and commercial areas along the
  Newaukum River and its forks.  Impacted roadways and surrounding
  areas include SR 508, Jackson Hwy. and Tune, Rush, Sommerville,
  Griel, Hamilton, Tauscher, Guerrier, Kirkland, Macomber, Rice,
  Senn, Lucas Creek, Middle Fork and North Fork, Bishop, Shorey,
  Labree, Gish, Yates Roads.  A stage of 204.5 feet on the Newaukum
  roughly corresponds to Phase 3 flood in the Lewis County flood
  system.

* ADDITIONAL DETAILS...
  - At 12:45 PM PST Tuesday the stage was 205.1 feet.
  - Flood stage is 202.5 feet.
  - Recent Activity...The maximum river stage in the 24 hours
    ending at 12:45 PM PST Tuesday was 205.4 feet.
  - Forecast...The river is expected to rise to a crest of 205.4
    feet tomorrow afternoon. It will then fall below flood stage
    early Friday morning.

  record flooding from the upper reaches of the river downstream
  through Packwood...with dangerous inundation of residential and
  commercial areas...roads...and farms throughout the flood plain.
  Flooding will occur all along the river including headwaters...
  tributaries...and other streams within and near the Cowlitz River
  Basin.

* ADDITIONAL DETAILS...
  - At 1:00 PM PST Tuesday the stage was 6.6 feet.
  - Flood stage is 10.5 feet.
  - Forecast...The river is expected to rise above flood stage
    just after midnight tonight to a crest of 13.7 feet late
    tomorrow morning. It will then fall below flood stage early
    Thursday afternoon.

  - At 1:45 PM PST Tuesday the stage was 23.0 feet.
  - Flood stage is 18.0 feet.
  - Recent Activity...The maximum river stage in the 24 hours
    ending at 1:45 PM PST Tuesday was 23.0 feet.

...FLOOD WATCH REMAINS IN EFFECT THROUGH FRIDAY AFTERNOON...

* WHAT...Flooding caused by excessive rainfall continues to be
  possible.

* WHERE...Portions of northwest and west central Washington,
  including the following counties, in northwest Washington,
  Clallam, Grays Harbor, Island, Jefferson, Kitsap, Mason, San Juan,
  Skagit and Whatcom. In west central Washington, King, Lewis,
  Pierce, Snohomish and Thurston.

* WHEN...Through Friday afternoon.

* IMPACTS...Excessive runoff may result in flooding of rivers,
  creeks, streams, and other low-lying and flood-prone locations.
  Flooding may occur in poor drainage and urban areas. Storm drains
  and ditches may become clogged with debris. Area creeks and
  streams are running high and could flood with more heavy rain.

* ADDITIONAL DETAILS...
  - An atmospheric river will continue to impact the area through
    much of the week and bring periods moderate to heavy rain to
    the region. Sharp rises are expected on area rivers,
    especially those flowing off the Olympics and Cascades.

    Urban and small stream flooding is possible for areas with
    poor drainage.

    Saturated soils will bring increased potential for landslides
    and debris flows on burn scars.
