This Hazardous Weather Outlook is for central New York and
northeast Pennsylvania.

.DAY ONE...This afternoon and tonight.

Scattered showers and isolated thunderstorms will pass through this
afternoon and evening, with perhaps a few stronger gusts, but severe
thunderstorms are not expected.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday.

There is a marginal risk for severe thunderstorms with damaging gusts
generally west of I-81 Saturday afternoon and evening. Also, our next
areawide main batch of rain is expected late Saturday through Sunday
morning. Isolated flooding is possible, especially for sensitive
locations that had recent heavy rainfall.

Over the weekend, weather spotters are encouraged to report
significant weather conditions according to Standard Operating
Procedures. Please relay any information about severe weather to the
NWS.

...FLOOD WARNING NOW IN EFFECT UNTIL EARLY TOMORROW AFTERNOON...

* WHAT...Minor flooding is occurring and minor flooding is forecast.
  This approaches the flood of record.

* WHERE...West Canada Creek at Hinckley.

* WHEN...Until early tomorrow afternoon.

* IMPACTS...At 1227.0 feet, Minor Flood Stage. Route 28 from White
  Creek Road to Mechanic Street in Newport remains closed due to
  water over the roadway.

* ADDITIONAL DETAILS...
  - At 11:45 AM EDT Friday the stage was 1227.4 feet and falling.
  - Forecast...The river is expected to fall below flood stage
    tomorrow morning and continue falling to 1226.9 feet Monday
    morning.
  - Flood stage is 1227.0 feet.
